I normally like JP dubs in games over EN dubs but Dynasty Warriors has this cheesy feel that makes it fun so I like EN dubs more.

Empires 7 was the same in that all of the dialog was in Japanese, but still used the English translation for all of the text. It was download only in the US to boot but EU copies worked fine if you imported them.
I'd imagine they just didn't want to record a whole bunch of new lines for a game that doesn't well great in the US compared to the main series. They'll have to do it eventually for DW9 though.
