Did Undertale get any attention in Japan? I doubt it.
But to directly address these three points; You'll actually note from the colours of those flowers they are actually daisies, not sunflowers (before anyone mentions their size - they're ridiculous for any Earthly flower).
Fish-people throw spears because spears are associated with Fishing. The fish people in Darkest Dungeon also use spears, not because DD BB and Undertale all shared ideas, but because common themes are a thing.
Someone missing an eye is common in mythology (see Odin) and in games - Just because Anima from FFX is missing an eye, or Big Boss is missing an eye, or because there are cyclopean Gigantes in Spartan: Total Warrior does not mean these various games are somehow linked by a long string of homage and theft.

It's not a 2-handed weapon, so it's never gonna compare to Ludwig's or even the Whirligig in damage. It's more comparable to something like the threaded cane, but suited for STR instead of SKI.
It has some fun stuff going on for it and the range is absurd with like zero fucks given about just whacking people through walls with it, but damage is never gonna be great. It does stun really easily for the type of weapon it is, and its hammer set is everything the kirkhammer should have been except faster and in a one-handed form. The other obvious problem with it is being split arcane by default. Can't change its type, can't apply paper, gems that affect both of its damage types are weaker than pure gems, etc.
I could see people making it work for both pve and pvp, but it's never gonna beat raw damage weapons of choice when you just wanna wail on shit.
