SF5 will have completely different mechanics, a different roster, and will generally be easier on the inputs than USF4 is. Learning USF4 as preparation for SF5 won't help much
Also, coming from someone who bought USF4 less than half a year ago, playing it now will just mean you will get your shit stomped with no hope of progress against people who have been playing it for years. It's like taking a wall down with nothing but your teeth
When SF5 will come out however there will probably be a lot of new blood so you can practice with people who are only slightly less shit than you are instead of lightyears ahead

Is Satellite Reign fun?
I heard both good things about this game (tactical, fun, with great degree of freedom and customization) and bad (that AI is abyssal stupid, enemies spawn endlessly in missions that are in 90% about stealth without any way to tell, if enemies know about you or not, no save during missions).
