A lot of people I know understand Fallout 4 is bad on a more objective level, they just enjoy the game on a more basic level.
Something doesn't really have to be good to be fun.

Street Fighter is overrated
PS1 has the best library of games any system has to offer

Though this opinion is slowly becoming less unpopular as Dragon Quest gets more known in the west.
Rayman 2 is the most underappreciated game of all time and is an artistic masterpiece with one of the greatest scores in vidya history
Undertale is pretty funny and is one of the more fun games to come out this year (solid 7/10)
Xenoblade Chronicles is one of the worst games I've ever played
I like when games are linear as long as the difficulty keeps it fun and the environments are varied and give a strong sense of progression
Pokemon RPGs aren't fun
I really like Sonic Adventure's snappy controls and I wish there were more games like it
Melee is the best fighting game because it's completely freeform once you get the movement mechanics down

Resident Evil 6 is a fantastic game and joins Vanquish and Binary Domain as the greatest TPS games of last generation.

It's just not really Fallout. It's quite gutted in a lot of places and really streamlined. Feels more like a faster Mass Effect.
Best thing it has going for it is that the guns feel and sound great.

I tried playing Oblivion, Skyrim and Fallout 3. The games just feel like huge empty worlds with gritty designs. I'm not a graphics whore, but something about those games just breaks all suspension of disbelief and I can't enjoy them.
And its not because of the bugs. I played games like Ocarina of Time, Red Dead Redemption and Sim Copter. Which are some of the most buggy games ever. But they were still enjoyable. Something about Bethesda games just seems to lack a soul. They're just big empty worlds with tons of potential...but ultimately nothing done with it.

Well when TellTale is making 12 different series a year, and doesn't even complete some of them, its bound to piss people off. But hell, I couldn't even get through two episodes of Wallace and Gromit. That series was an insult to both the original source material and Adventure games as a whole. Then I tried Strongbad and it was just as bad. And then tried the Back to the Future game and holy shit that was the last straw.
I mean, who fucking enjoys these games? They're as bad as the Phillips movie games. Maybe even worse.

Pretty much. Though I don't really think the environments are that great either. There's a reason the biggest mods for Oblivion/Skyrim are about improving the environments.
But I think the biggest thing that turns me off to their games is having to get everything, the world building, character development and story, from endless NPC dialogue. I mean there's like 10 hours of dialogue in just Riften. If I'm spending more time talking to an NPC than actually exploring the world, then an open world game has failed.

The original creator/writer/director of the Mother series full on admitted he was trying to make a Dragon Quest clone on purpose. Saying his motivation was 'anyone can make a Dragon Quest game'.
And whats funny is, he failed. He changed all the things which make Dragon Quest good and copied all the things which don't. Mother is a perfect example how random/quirky things don't make your game unique.

Can't really have branching choices when the game only has one linear story path. This is why Telltale games are little more than point and click movies.
As much as I don't like Final Fantasy as a series, at least it focuses on a cinematic experience and not make the player think he has a choice. Telltale tries to trick people into thinking the random toaster or washing machine they turned on was a choice. When it really was the only trigger to move the story along.
