I've also figured out that events and some dialogues are translatable.
I assume that factions and commander names are translatable.
Locations and some of the other dialogues are probably translatable but are behind some filename language barrier and cannot be imported back into an asset file since none of the asset injecting programs supporting japanese filenames and end up renaming them into something else which makes the game crash.
Translating items just causes the game to bug.

Anon, Locale settings are going to be based off of what the program was originally designed on due to there being requirements for the other languages program not present on the other Locale. So that will emulate the requirements for the Japanese program which the English patch is still based on.
