Just stick around the Northwest part of the map till you feel ready to move to the center, then NW or SW/SE, etc. Level up your character, have stimpacks and cook food.

Do you waste ammo shooting the ground in front of your enemies? If not you should have no trouble keeping stocked. And mod crafting on weapons is fine enough. Weapon degrading was always a menial chore in earlier games anyways, glad its gone. DC/NV interiors does this, it's as simple as converting an interior cell to an exterior and then copying the surrounding chunk of exterior around the building facade, deleting shit that the player can't see out of the window for optimization. Really simple to do.
Something else that needs to be done is more interiors and enterable buildings, like 90% of the buildings in Concord are boarded up. I counted only one enterable building not counting the museum.
I mean really now. the entire point of interior cells is that they are partitioned from the rest of the world, there shouldn't be any memory issues or perf issues by having more interiors present. The only immediate added cost to any scene outdoors is the extra load doors.
