Sonic and AllStars Racing Transformed. Get everything great about racing games, and have it in one game.
The PC version also has more characters than the console versions, and it's on sale.

My own father has a laptop from 2002 and he plays solitaire and minesweeper exclusively. He enjoyed playing Doom on n64 with my 10 year old brother but that's about the extent of his post-SNES gaming.

Consider the context, here - He isn't giving it to Freddy /v/on Experienced, long-time video game expert, he's giving it to his dad, who I'm presuming isn't really that up to date and hasn't played any real shit in a good long while. To him this may easily be among the first games of the type he plays, so I don't see why he wouldn't enjoy it as a newb in the field.
