Cheef without a doubt, Snake has skills but he has nothing in his arsenal which can realistically harm Cheef.
CQC wouldn't mean shit to Cheef, sure you can slam him around a little but he would just get up afterwards and sucker punch a hole in Snake's spine.
If we take REACH as canon, you can sneak up on a spartan and punch a knife through their shields and into the weak points in their armor if you're stealthy enough.
That's really snake's only hope, he wouldn't last if a Spartan noticed him or got his/her hands on him.
Though, the reach era Spartans were a little smaller and less advanced than chief

Spartans are strong enough to flip tanks, snake is an athletic man but it'd be like trying to punch through a concrete wall with a butter knife
There might be some dune-esque shit involved where one Spartans shields allow them to bypass another's in extremely close proximity like the assassination animations are, since with regular meleeing the shield still takes the impact

You cant really compare two COMPLETLY different fucking jobs and specialties. You have to have scenarios.
With prep time? Snake 100%. Snakes not trained for heavy fire fights, hes traind to sneak in and disrupt. Finding a way to fuck with MC's power suit or somthing would give him the edge. His job is not letting master cheif know hes coming for him.
In a straight up arena, guns dropped at their feet? Snake would turn into a dog food in the first 30 seconds. MC has power armor with force shields meant to with stand futuristic anti matter shit.

But your right, because you are comparing them in their own settings. Its not a fair fight. Like giving someone a bike and entering them into a drag race: Dosnt matter how good they are at biking, they will lose.
So heres how you even the playing field: Skill vs. skill. If snake existed in the halo universe and time period, could he beat MC? If MC existed in snakes timeline and had access to only the available tech, would he be anywhere near as effective? If we do this, I think we see snake winning more.
