Unless you went out and used NMC textures, the textures that I recommended and used, and tweaked were basically just new normal maps (someone made them, they have the same resolution and almost the same filesize as the vanilla ones) and some parallax, which isn't too taxing either.
I'm currently waiting on Boris to release his Fallout 4 ENB so I can get down with it. ReShade, as of now, is still underwhelming.

your ENB settings are fucked.
reinstall a new enb preset, something with new settings.
delete your skyrim inis then regenerate new ones.
not all enbs are good, most are trash, some of them will tank your fps for no good reason.
try without ENB activated, use default AA, see if the same FPS happens. you can narrow it down to a mod more easily that way.

30-40fps with a heavy ENB, 200 mods installed and a bunch of texture packs on a 760.
Took a lot of tweaking to do, mostly in the ENB, but lowering grass density helps a lot if using a grass mod.
