There were some good bits in the tapes. The Skullface and Codetalker one comes to mind, and the Burger ones too. The Truth tapes were great, and made me long for a better game. Chapter Two had a lot of good moments. Everything with Huey was really good. The twist was lame in the context of the game, but adds to the series as a whole and to the character of Big Boss.

This is honestly what should have happened in the first place. They could have made the player see it as a fantasy of "Big Boss" like the Paz sequences in TPP, where you are controlling "Snake" in his GZ outfit and defending MB from the attackers but men keeping dying all around you, struts start blowing up in the background and you have an actual bossfight with Skullface.
Then the chopper arrives and you see "yourself" there and the twist is revealed aboard the chopper when it becomes obvious that the person in the scene (who gets the shrapnel in the skull) is not even Big Boss.

First weeks of sales are the most important for AAA titles. An unfinished game is going to generate a huge fucking backlash due to word of mouth. Maybe, just maybe I could also believe in new content being released if the second chapter wasn't chock full of filler like recycled missions, forcing the player to play those or side ops in between actual story missions or cutscenes, forcing to grind for child fulton system etc. and the pacing in general being in shambles. The final mission comes out of nowhere, no events or missions leading up to Venom getting that flashback and the level itself is completely unchanged from gameplay point of view, they didn't even bother removing the old tutorial prompts.
It's pretty obvious they're trying to salvage an unfinished product's publicity.

It's a common misconception to make.
Outer Heaven is a fortress, yes, but it has always been referred to as a fortress nation. This is the quote from MGS1's account of MG1:
"The armed fortress nation, Outer Heaven, collapsed. The impenetrable fortress made from the best military technology, and occupied by the toughest mercenaries burned in flames."
Zanzibar was an actual nation, but Big Boss didn't really build it. He fought in the war for it's independence and was thus able to take command of it, but it was already a nation. He didn't build it from scratch like he did Outer Heaven.
