It's a team based game so you'd be looking at an additional 6 characters made from scratch minimum to stop people screaming that it was just an incremental update and not a new game. That's a lot of fucking work with how they made those sprites.

SNKPlaymore bosses are just notoriously cheap, both in design and AI. There's not a whole lot of thought put into them, but they come out of nowhere and we're all of a sudden supposed to think they matter beyond being a mere obstacle to the end credits.
I remember when KOFXIII came out on consoles, someone at SNKP said something along the lines of how they designed Saiki to be a despicable character, but we've only ever met him in one game and we hardly even get any exposition for him and he does his generic villain dastardly twirly mustache deeds and then is finally offed. Hell, even Ash himself came off as more "despicable" than Saiki before he redeemed himself anyway.
There's a reason people love Geese Howard, though. He's not an all-mighty godlord whatever that can blast out full-screen attacks. He's just a human asshole who trained really hard in fighting and uses it to beat the shit out of people he doesn't like, and he's a classy sharp dresser at that who runs an illegal business. He also is at least indirectly responsible for the death of a character that sparked Terry and Andy's thirst for revenge. But he's still a human baddie, and we can believe that he can get his ass kicked, somehow.
Then Krauser came and...well, he just seems like a boss, not even a villain. There's hardly any kind of exposition for him. His winquotes are just him being cocky, like any other fighter. If that's the only criteria for being a villain, Kyo Kusanagi might as well be one, too.
I love KOF games, don't get me wrong, but when people say that KOF games had good story, I just blow it off because their writing is actually crappy. They add in a lot of needless contrivances on top of a shoddy, cheap foundation of simple, derivative, banal, cliche, overripe literature that don't even build upon that foundation, but act as mere decoration. It's kind of like putting Christmas lighting and decor on a pile of manure molded to sort of look like a house.
