Since you're a guardsmen I guess that leaves chems out of the equation. You should opt for a blitz build so you can kill people from across the wasteland; it works with Bethesda lore since imperial guards teleport

as of now not much. Certain clothing can get ballistic weave mod to increase defense rating but there's no cosmetic change like with armor pieces for other types of changes (sneak/carry capacity). I think the vault suit can get some mods. I guess you'll have to wait for mods (for the game)

right synth leg has 17 dmg res and 20 energy res
synth chest piece has 35 dmg res and 39 energy res
synth right arm has 18 dmg res and 21 energy res
then i have a synth field helmet with 15 dmg res and 16 energy res
some are below 20 because i haven't found any + versions of them or any good legendary synth armor but they are all better than the
only piece of armor that isn't synth is the champion arm which is a legendary metal armor
metal/combat/leather armor when fully modded

It's pretty based. Although the no ammo limit can be pretty sweet on certain guns since you can slap on mods on a damage basis and not have to worry about mag size and reloading.

I would have said Starlight. Boston Airport is cool if you haven't pissed off the BoS. Spectacle Island gives you a lot to work with and has a comfy cabin. The lighthouse is also pretty based.

Castle and Starlight drive in are the best open canvas area. The island is massive but you have to build a level ground with the blocks in wood panels and there is a comfy settlement with a light house near the coast around Salem but it isn't great for building so much as placing furniture.

Warwick Homestead is actually a nice little spot for a personal base, flat ground to build on and it also has a nice large building that I think you can build inside of. Probably. A single application of ballistic weave can put clothing in line with a full set of the strongest actual armor. Their intention was probably to allow you to wear costumes/apparel while still having the defense you would if you were in actual armor. It seems like they accidentally allowed it to apply to underarmor and hats, meaning you can get triple the defense the game really expects you to have on foot. It's especially obvious it was a mistake with hats, considering only like 3 hats can use it when tons of nearly identical hats can't.
That said, due to the way damage resistance works in this game, it's not actually that big a balance problem. Even more so when considering that power armor still lets you get easily 3x the armor of even abusing the shit out of ballistic fiber.

With the dialog system trashed, there's no longer much point in charisma. The extremely rare occurrence of an item being locked behind a charisma check can be countered by just eating grape mentats and/or slapping on some fashionable clothes. Beyond that, you're missing out on a couple caps here and there that you don't need.
Unless you're using some gimmicky build that relies on intimidation or companions who are garbage with/without the perks boosting them or you absolutely must have local leader, then charisma is easily the least worthwhile stat in the game.
