1) Absolutely no screamers. Cheap jump scares aren't really scary, they're just eliciting a natural reaction and they leave players feeling frustrated and annoyed instead of fearful and scared.
2) No weapons. You don't get to fight back.
3) Almost never actually show the monster. At most you'll see something walking around a corner, or see it in your peripheral, but never actually a direct and full representation until the very end when/if its defeated.
4) Take advantage of the medium. Have the monster stalk the character. Play the sound of it breathing behind them, and when they turn to look its not there. Hallucination motif works too.
5) Ambient noise of the monster moving around, but 25% of the time its unreliable. Noise shows that its to your left, but its really to your right.
6) Lore. Lore is fucking huge. Start off with nothing directly about the monster, embrace the cliche "Notes first start out casual and descend into madness as the game progresses".
7) Varying environments, but nothing alien. Alien environments disconnects the player from the character since they can't directly relate. Storage facilities, hospitals, basements, stores after hours. All these places can be made terrifying and we all understand what they're like so they're better for immersing the player in what's going on.
8) Branching possibilities that allow for both an end where the character survives and an end where the character dies. Make it apparent that even when you fuck up, the game will keep going unless you straight up die. Leave the player uncertain so they can't ever feel assured about the way something is supposed to go.
9) Isolate the character so the game is just them, dialogue through notes, and the monster.
10) If you want NPC's, the monster needs to be some sort of doppelganger like The Thing. The problem with NPCs is that the sight of them can be a relief. They should instead be a source of paranoia.

This. Horror is about atmosphere, give the player a sense of helplessness with great sound work and visuals to trip the player up and your good. People tend to forget the essence of fear is uncertainty, a person's mind is going to do all the work for them creating, guessing and doubting their actions. At that point its just up to a developer to make a field/area to compound all this shit. Thge Ocean is not only huge dark and unnerving, its ruthless as fuck.

how about a game where the first thing that happens is you get dropped in the middle of an ocean for whatever reason, out far enough that you can't even see land. the player would obviously try swimming around for a while, but if they looked down they could see a faint light prompting them to swim down instead.

once you think you've gotten pretty close to the light, it starts moving; showing that the glow was only an eye or something of a fish so fuckhuge that you can't even see the its whole head in the blurry water.

This doesn't work. A fundamental flaw of making a game where you can't fight back is that you have to design every encounter around the player being able to beat it without combat. Amnesia and Outlast both force you to put yourself in danger to progress (i.e. pushing a barricade out of the way while a monster sprints at you) but ultimately the only challenge is not losing your cool because it has to be easy or you wouldn't be able to finish it without combat.

The anon is correct in saying that games with combat are scarier. Resident Evil 1 is much scarier to me than a lot of modern horror games because a lot of the enemies aren't just obstacles that I can ignore. The crimson heads and hunters have the potential to completely fuck my game up if I'm not clever with ammo or burning corpses.

sounds design in general needs to be reworked for horror games. specifically for monsters and screams. for all the hate Cry of Fear gets, I at least think the creator did really well with making the enemy noises actually scary. sounds much more genuine than the almost stock-sounding shit we hear in anything else.

No, that's shit game design. When you restrict resources like that players will just not use them out of fear they might need them for a boss or something down the line.

Just go with what RE/Silent Hill did and dripfeed players resources as they need them. You were punished in RE for wasting ammo but at the same time it was abundant enough to allow you to use it when you needed it.

Depends on what you are up against.

Ultimately the idea is to give the player just enough power to think they have some semblance of control of the situation. But in reality they don't. You are just giving them that small comfort.

Personally I would love to see a FPS that has some sort of proper sanity system. And if you go too far off the deep end, your player keeps trying to kill themselves and you have to stop it.

Like they start to point the gun at themselves, and you need to X or whatever to stop it and get a grip. Or just starts running for a cliff edge and you need to use the controls to move them back from it.

SOMA has a prime moment where it really exploits the deepsea setting it has going, which was refreshing, because the game wasn't really "scary" so much as it was "tense".

But you're walking across the bottom of the ocean, deep in the abyss where surface light cannot penetrate. You've got to walk from one research facility to another, but the entire path is through a powerful current, and almost pitch black except for occasional lampposts to guide the way.

There aren't really any enemies, since they only come if you stay still too long. The entire sequence has you running forward into blackness, towards a bunch of dim lights off in the distance, with no sounds other than the current rushing by you.

And of course, one of the lights is actually a giant anglerfish.

I've always had the idea of a simple 3d platformer where the protagonist is suffering from hallucinations. The patient would go to a generic doctor and would take meds (each time he pops one it would be the begining of a new level) that would turn the world turn all tripy. This would start the platform ing part as he makes his way to something tangible like his home or faimily something like that. Then as he progressively gets better from the meds his trips would become more concrete and mundane. Eventually the world begins to become the only place the game takes place in. Until the game finishes with one last pill taking you to a square room padded where all you can do is walk around. The horror elements would come in through the platforming via nightmarish creatures he saw in his halucinations.

There's not really much a cop can do when approaching a normal traffic stop situation and the guy pulls a gun on you. Initially the guy just seemed like a jack ass, but he could have easily just been a drunk idiot as much as he was mentally unstable.

And there's a the paradigm of when to actually use lethal force with a margin for error that's razor thin. I may be wrong, but until he actually raises the weapon, you can't actually fire, but by the time you can register everything that is happening, he's already shot you.

And since it was 1998, they didn't have tasers to fall back on the moment a cop gets tired of someone's shit, the only non-lethal subduing tool he would have with more range than his night stick would be pepper spray. Since the guy backed off and danced around, he was already out of range of that and went for his gun without ever coming closer.

This could have easily been a, "Cops are blood thirsty murderers, watch him kill this poor veteran!" kind of video.

It's not that PTSD is an excuse for murder, it's that this guy was clearly mentally broken but the state had basically abandoned him. Prior to murdering that cop he was living in a wooden shack out in the wilderness with no electricty or water and a fucking underground tunnel system with a watchtower built into it. Despite being diagnosed with PTSD, bipolar disorder and chronic depression he was basically left to his own devices.

His murder of the cop is inexcusable but the entire situation really highlights how badly the US government fucked up with Vietnam veterans. They only started to take PTSD seriously after the Iraq war.
