Sure it's quite an insult to add something like this to an 'Early Access' game and I won't be buying this game until it's fully released in 2019, but the artists probably have nothing to do and this would, if nothing at all, increase the production rate content will be thrown out.
Most of these people who are complaining just want to 'stick it to the man' whilst the minority are genuinely offended by the practice.

I am well aware of the EULA fiasco. The stuff described there isn't just "talking smack". Not that I approve of that either, but you were wrong regardless.
Furthermore, they later clarified that the content of that EULA was just to cover their own ass, and that while KF1 had a similar one, they'd only banned like 3 people ever that way. They explicitly said that they had no intention of actually banning anybody for that stuff.
Of course the real issue is that they very well could, even if they say they won't, but that's separate.

To celebrate Payday's 4th birthday, Overkill put up this Road to Crimefest event, which was a lead-up to the main Crimefest event where Overkill would release updates. By doing challenges, like killing a total of 1 million cops with the whisky bottle melee weapon, you "unlocked" a cryptic hint for a reward, which would be released during the Crimefest event.
So, the Road to Crimefest ends and the actual Crimefest starts, and the very first day they implement a carbon copy of the CS:GO crate system, except skins can never drop outside crates and they can also give stat boosts. To add insult to injury, the update also contained a weapon "rebalance" with absolutely retarded stats, making most assault rifles unviable and somehow boosting the Deagle brand Deagle to the status of the best weapon in the game. It took like five seconds for all communities to reach full meltdown mode.
For extra amusement, in 2013 Overkill proudly stated Payday 2 would never have microtransactions. Yeah.

Literally every aspect of the game is under-developed, they need modelers to create new weapons, characters, bosses, levels.

Here's the score, KF2 isn't profitable despite it's giant pre-sale early access shit. It has a tiny player base now from the giant one it started with. This is because TWI let the game starve the death by anemic updates. Updates that they didn't even consider part of the cost of the early access (yes they thought the game was 'good enough' at launch for it's own standalone cost).
So now nobody is playing, and they can't justify continued development. So they're going to bleed the shit out of that tiny core base as hard as they can by producing the lowest possible effort content - an RNG gambling drop system and hats.

TWI needs that playerbase because the way they continued to derive income from KF1 was from DLC weapon packs, skin packs, seasonal updates. Having a sizable playerbase is needed because you need to keep attention on the game over an extended period. You gain a decent amount of money and attention from a 'halloween' update event, despite the development costs because a certain amount of people will pay for the overpriced skins and weapons.
This has two benefits - DLC packs can continue the life of the game for lower development cost, and it keeps attention on the game for a longer time, meaning you don't need to leverage and risk a full blown new release every year.
This has a requirement of keeping the playerbase sizable, you do this with updates and regular content. You can combine this with making the game F2P eventually and adding a cash shop. You can keep a game profitable and long lasting in this way for decades.
E.g. TF2.
What you can't do, you blithering bumblefuck, is take a game that's near dead and try to squeeze some last few dollars out of 700 active players, the transition won't work.
There's almost as many people playing fucking KF1 as there are people playing KF2. That's how badly KF2 has been botched.

Valve releases that sort of DLC for free in regular updates in Tf2 and CS:GO. IT costs them money to develop this stuff, but that's how you keep people invested.
