Its very rare for any game to have every single character, and I mean every to have only one voice actor for each. One dub IIRC that tried was Yakuza 1, and these people were either famous already or would become famous years later and Sega went all out, they wanted it to be their own GTA in the West.
Instead it blew up in their face because they couldn't coordinate for shit among all those actors, the director had no idea what he was doing, and the sound mixer didn't know how to do his job, or at least not with that sound quality and editing.

I played the Japanese version back when it came out for about 20 hours. You're in for a treat, guys. The game looks almost too good, graphically, to be a Wii U game and the combat is fun as hell. Plus the city is comfy as shit.Go to the residential district's outer limits and drop down into the water below. There will be pipes you climb onto that lead you to a hidden merchant.
