If Pichu got the treatment Roy got, he'd be a much better and more fun character. And the Rage mechanic would make his recoil damage helpful in making KOs easier. His Electric-based attacks were already stronger than Pikachu's, he just has miserable reach on almost everything but Forward Smash. They could even adjust/replace two of his B moves to make him more different from Pikachu.
Neutral B: Charge Beam. A mid-ranged line of electricity that grows larger and stronger each time it hits successfully, up to a limit. Missing or ot using it for a few seconds resets it.
Down B: Discharge. Pichu builds up and releases a large burst of electricity in a bubble around himself. Hold B to charge it, release to activate or let it get to max to release automatically. Three stages: Stage 1 flinches but does little damage or knockback; Stage 2 does more damage and paralyzes for a couple of seconds; Stage 3 does big damage and has high knockback. Each stage also gives more recoil damage to Pichu.
Adjust him so he's the lightest and most agile character, and Pichu can be a very high-risk high-reward character who dances around building up damage on himself and his opponent until he can land a KO with a Rage-fueled power attack.

The only major problem he has is being so light for being so large, fucking Sakurai and his "he floats with his mind powers that means he's really easy to push around" idiocy. Because Dark Pit was a palette swap that Sakurai decided needed his own slot because using the Sacred Treasures would be OOC for him.
Blood Falcon is already an alt costume for Captain Falcon, and being an actual clone he'd have the exact same stats and abilities. Black Shadow, meanwhile, can be explained as he trained himself to use Falcon's moves but with his own dark and evil style for them to counter his nemesis' powers. And he's also already larger and bulkier than Falcon.
Then we can give Ganondorf an actual Zelda moveset.

Plus there are many different sword-fighting styles, as well as many different types of swords that require different ways of using them.
