There's nothing wrong with the design itself, it's perfectly WoW-like. The problem is the fact that it's a gayass pandering design in the first place. Blizzard is getting desperate and I fear that Legions is going to be just as bad as WoD, if not even worse, because they are putting all their eggs in the pandering basket and will probably skimp out on actual content again. I say that this will happen with 99.99% confidence.

To be fair, you got all sorts of various weapons/items from lore figures, and had other players running around with them too. Hell, just think about any legendary weapon. Logically, it wouldn't make sense to have a raid full of Thunderfuries or whatever, but it's a gameplay concession.

The problem is that not just Legendaries are unique within the context of the game-space. A lot of epics and sets are supposed to be one of a kind. Ashkandi for instance, is 1 of a kind, but even so I and many other Paladins and Warriors had it. Same for Might of Menethil, Gorehowl, Skull of Gul'dan, etc.
I don't like the welfare artifacts either, but it's always been this way.
