On its own, it's not a big deal. It's a single entry in a single terminal in a single vault that's not connected to the main story (or any quest, if I remember correctly) at all.
The reason it gets talked about a lot and made to feel like more than it is is because it's an easy poster-child for a larger issue - which is that Bethesda bought up an IP because it was A) a setting they found appealing and could work with for open-world, and B) had some credibility with consumers, already, and they could use that as launch pad for interest. They clearly had no love for the lore of the game or anything 1 and 2 did. They used as much canon as they wanted just to set up FO3 and beyond, but at best neglected the finer details and at worst openly discarded them in favor of a quick joke or "something cool we wanted to do."
When Bethesda fucks up its own lore in each subsequent Elder Scrolls game, that's one thing; it's their own story. But when they start cutting up something some other team made, it feels worse.

I've been wondering this myself.
Is there ever any explanation anywhere as to why they even exist? They don't seem to have any purpose in the game other then saying "yeah that virgil guy is over there" and there's no real explanation of how they exist.
My assumption is that they have a unique genetic strain or something that makes them practically immune to radiation. So there was probably a group of them many years ago who can survive out in the wasteland and they just settled out there and had kids with each other, and the genetic strain gets passed down. They probably assumed they were immune for a reason and took it as a sign of a god so they created their little cult to some made up god.
Not sure how they survive with such little food or water around though. Something else i'm curious about is does the institute know they exist? Virgil knows they exist at least. If their cause of radiation immunity is in their blood like i think it might be, then it's possible if you take some of their blood you can make yourself immune too. If the institute knew these people existed why would they have taken some blood by now? Virgil at least wouldn't have to transform into a super mutant.

I actually prefer FO4. While I agree that yes, it's missing some features that NV had, not only do I prefer the gunplay (which is important since it's most of what you'll be using), but I much prefer Bethesda's worlds as well. When I played Fallout 3 the thing that drew me in was the world and how interesting I felt it was to explore, but in NV the Mojave Wasteland felt incredibly uninteresting to me, and as such I felt there wasn't anything there to keep me hooked. I hear New Vegas' writing was better but I often (and many will hate me for this) skip through the dialogue in big games like this because there's so much of it that I just want to get back to playing the actual game.
