No it's not exactly the same. Nintendo had ridiculously strict self-moderating policies before the ESRB was created in 1994. Then the ESRB was made and you started seeing games like Conker's Bad Fur Day after that, and the censorship was never as bad as it was before then.

Nothing will ever "save" Fatal Frame though. They could add a fucking nude mode and it still wont make the series sell. Fatal Frame 5 is already on track to being the highest selling Fatal Frame. Even then it'll be less than 100,000 copies sold. Look at this chart. This is a series where selling just 50k is cause for celebration and profit. In a world where Capcom and Square can deem 4 million copies a "failure", Tecmo can be content selling to less people then you can fit inside a stadium.
Censorship wont affect either series one way or another. If they're censored, they wont sell any better than if they weren't. The way I see it, Nintendo are probably just doing what they can to avoid another Tomodatchi Life scandal. Except if the artist really wanted it, they would've changed it in the original version as well. You can't dismiss any censorship or localization change as "what the artist wants" because most often it's not the case. Do you think the artists want to remove religious references when they localize their game overseas? No, it's a decision that comes from the localization team or the higher-ups.
