Really, it's up to you. You can put your points into SPECIAL after the fact (i.e. never get any perks and just go 10/10 in all stats) and you also get a bobblehead for each stat that gives you 1 point. There's also a SPECIAL book in your house that will grant you one point in any skill.
As I said, personal preference. Really those things will make it easier for you in certain situations, but not necessarily needed depending on your playthrough.

Do what tastes good. If you don't like your starting SPECIAL you raise them as you level. Just know that melee isn't all that viable early game and enemies will generally shit down your neck until you're level 20~. The more INT you have the more exp you receive from killing enemies and completing quests so it's generally agreed that maxing that from the get-go is favorable.

You can keep your INT low and use the Idiot Savant perk for the XP. You only need 3 INT for gunsmithing which should be fine, however energy weapon modding needs 6 INT I believe.
Since your XP rate is high when you do this you can always put some more into INT if you really need to and still keep the Idiot Savant benefits to a degree.
Charisma is a must have for Settlements though...

That happened in FO3. There's a factory full of chinese speaking ghouls wielding chinese assault rifles and such. Some kind of insurgency cell that was activated right when the bombs fell.
I got like 7 or 8 skill points avaiable because I can't decide whether to raise luck and get the crit stuff (which will raise dmg) or raise Endurance and get penetrator (which will make life easier when targeting enemies in cover). I'm level 59 (and just upgraded my under-armor clothing to have 110 damage/energy resistance) so it's not about being able to survive anymore, just about comfort. I plan on getting both eventually.

I'm level 41 and I found it while defending my settlement against raiders. I don't know if it was the location I was on but there was like a scrapyard and alot of gunners at that location. There was a commando girl that gave me the armor, but that's all I know.

Ah well I'm not at home so I don't got pics on me hence the googled sack image, but I can describe it somewhat.
It's that Co-op place with all the cabins, I surrounded the area in junk walls and built a sniper tower on the side of the middle shack.
Got two small water pumps on each side of the crops; tomato, corn an mutfruit. 3 scavenging benches for 3 of the guards, makes them keep watch when not using it.
Two of the cabins house 6 beds, there's one in my own cabin and one each in the junk merch cabin and medical cabin. Oh an a sleeping bag behind the junk counter.
That's about it really, got it well defended with laser turrets and cabins themselves powered by wind turbines, real quiet. And a dog I bought.

Unsurprisingly there's already a fix on Fallout 4 nexus, but because of no GECK LOL it's a bit shitty to work with. But essentially it lets you set shit down anywhere even if it's red. It makes building those junk fence walls a lot easier.

Under wood floors you can build a big square floor base that you can use to even up some ground. Didn't find this til a while after I started laying down a lot ground work.
Also you can make walls and shit clip the ground if you start building at a low point and make it snap to it.

I wonder if maybe when GECK comes out, or before that, there could be a mod that replicates the exact facial structure/code of a character and you just see it happen in slm player automatically, morphing everything into its proper position on its own, and then you look exactly like that character, and if you want a different one you just swap the files in game.
Don't know if it's possible. The Gorgeous Vault Girl modder seems to have found a way to transfer the face to other save game files somehow though but they haven't shown how yet.
