Okay so, a while back there was a world of warcraft private server called jutsuonline. It was fucking garbage, there were thread on /v/ making fun of it, I decided i'd download it and post shit about it on /v/. 2 other guys joined in with me and they were pretty chill, we went through a bunch of garbage and roleplayed with the rest of the faggots, turns out that most of the moderators hated it there and just wanted to have banter and that there was one guy that donated over $1000 to the server because he wanted to have every special snowflake shit on his character so the devs put in custom abilities for him.

Not getting hit when you've moved behind cover has always been taken for granted, that in itself has never been a "mechanic". Cover mechanics usually refer to ways the game locks you to cover via contextual input and perhaps makes you unhittable/able to look out without exposing yourself at all. Usually it makes the game much more easy and slow.

Except you can't. Taking cover assumes in a firefight you can position yourself behind something and peak out or blindfire. In BioShock Infinite all you can do is stand behind something and wait for your health to regen and then stand out in the open again to get shot to pieces.
There's no excuse for most FPS games nowadays not to have these basic features. It's nearly as lazy as the fact you can't see your legs in 90% of first person games.

No cover works great for Doom and Halo, but it's stupid as fuck in a game that tries to take itself more seriously like Bioshock. There is no plausible reason Booker Dewitt can tank bullets to the face, he isn't a space marine.

For a lot of games it isn't to bad, I will use 007 everything or nothing for reference here, as it is meant to be a slower based game with the stealth elements.
However, in games that are supposed to be fast, a cover mechanic like that hurts the flow, and just results in everyone doing it and shooting each other around corners instead of applying an active strategy. It makes for boring multiplayer, or even a boring single player if the game is meant to be fast paced.
The command also often has invincibility frames, thou in 007 it didn't.

The cover in Red Orchestra 1 where your character will automatically adjust their height a little bit when crouching by cover is a cover system but is probably not what they are referring to.

Often times games don't even have a model for the player character. Why should they? It isn't needed. Video games do not have to be realistic.
