No it is disingenuous because whilst VATS does lower your chances to hit a specific part of the target, you can build around it to compensate, and in the end the whole point is that risk versus reward to do the specific damage.
Plus I assume he is also referring to the early game, so his failure to understand why someone fresh out of a vault can't put a bullet into someones eye from 50 yards out consistently is his own problem.
