Vega has a million ways to deal with Sim that Hugo does not.
Once Vega has u1 at half, Dhalsim cannot throw fireballs any more. Once Vega has 1 bar of meter, Sim cannot jump back fierce, even if it hits, vega can punish with an EX FBA. Dhalsim gets fucked hard by Vega.
