Honestly, I kinda' hope so. I recently completed my 2nd run on the PC (now I have a neutral, and a pacifist run), and this is an experience the console-owners should not be left out of.
That being said, I don't know if it will be as welcome on consoles.
Current-gen consoles sell on graphical fidelity and exclusives, and considering this game can run on two rocks with a stick between them, I don't think it will be torn off the shelves.
However, I wouldn't mind Toby giving it a try.
Undertale has already reached such critical acclaim that I actually don't know if it NEEDS another audience.
That being said, my final thoughts are that I hope he tries releasing it on consoles. If only to let more people partake.

I enjoy playing games on my PC, but one of the biggest reasons I'll defend consoles is because it's easier for your average person to spend $400-500 on a console to play really nice looking games rather than spending maybe $800-1000+ on specific parts and having to assemble everything. First of all in the genocide route you get the story of flowey who, upon solving everyone's problems, got bored and started to see what happens when you start killing people.
He talks about how he originally responded to this with a "I don't like this, i'm doing it just because I want to see what happens." Before realizing that saying that is bullshit, the enjoyment of murder and destruction is what REALLY keeps him going. Why else would you kill people out of boredom?
you don't do a genocide run because you gain anything out of it but entertainment. there isn't any saving the day. Yes, the characters still grow as people, but more because they're united in stopping YOU.
Flowey continues his story, talking about how at least he's better than the people who don't have the heart to do this themselves and just watch it themselves, people who watch let's plays or streams of it. He then realizes that you're going to go kill HIM once this is over, and tries to run away.
You're then confronted with Sans, a boss who is difficult because he understands what you can do, and what you're doing. He's TRYING to get you to quit, either out of frustration or sorrow. He KNOWS how the game ends if you continue past him. He cheats, he attacks you in the menu, he dodges your attacks, he tries to fake you out, he ignores invincibility frames. Why should he fight fair when you're about to end the world?
The only way to win is to beat him at his own game, cheat. He decides that you'll hit him eventually and just doesn't end his turn. You have to wait for him to fall asleep and then kill him by moving the battle area to the fight button and attacking him, once and then right after he dodges. you win then. You go, you kill the last few monsters then you speak to the embodiment of the need for grinding, numbers, the satisfaction of power and money in an RPG. THERE IS YOUR META DECONSTRUCTION.
