A character making sense doesn't mean they're predictable. I didn't expect Cloud but his inclusion isn't something totally wild and insane like everyone is making it sound. The only reason people think that is because they've built up a personal idea of what Smash is supposed to be that doesn't match reality.
If anything recognizing what's actually possible in Smash makes it harder to predict because you start to realize that there many, many more options than most people here are willing to consider.

Evidently one of the things he did was to repair the bridge between Nintendo and MS that was burned over the Goldeneye XBLA remake. Only if they used the human weapons. Most of the weapon set in Halo now are energy/plasma. They could just have him use Forerunner and Covenant weapons like the needler, gravity hammer and energy sword and some spartan abilities like the thruster pack, ground pound and shoulder charge.
