So Gengar fucks him over unless he starts using objects around him, and even then he could phase through them.
Frieza's got more raw power, but he's also a crazy-ass psycho. Plus Mewtwo, as a powerful psychic, could read his mind like a picture book.
So if Mewtwo fought Frieza head on, Frieza would stomp his shit, but if Mewtwo played it smart and kept his distance he could probably wear Frieza down by pushing his buttons. Maybe make some images of Goku, push Frieza into using his Golden form, then keep him busy until he's all out of gas and move in for the kill.
Of course that's counting on two things:
One, that Frieza doesn't just rage-quit and blow up the Earth. Then Mewtwo's proper fucked.
And two, that Mewtwo doesn't go "muh pride" and take Frieza head on.

Mastering Ki is a rare gift among living beings, which is as rare as the gift of being a psychic and is in a way similar.
But ok, I'll play it like that. He can manipulate anything with telekinesis, and this is a fact. Since only normal and fight moves are out of the question, a fiery explosion, being struck by a steel beam (lol Steel moves), dousing him in poison, or throwing a bee's nest just for kicks will defeat him.
Remember, considering the silly amount of power Z fighters have, any move, even a finger flick, will exterminate any living creature.

I was curious about Mewtwo's general moveset, so I checked and found out that Mewtwo does in fact NOT learn Teleport at any point. The only possible way is through a Gen I TM, which is extremely dubious canonwise.

Most likely, Chaotzu's "psychic" powers are really just ki manipulation i.e., he presses down on the opponent with his ki in a manner similar to how they can lift themselves with their ki to fly. Which would make sense, given he's from the Crane school that specialized in that stuff.

I think it come sdown to who attacks first, so 9/10 times Frieza, but if Mewtwo manages to somehow, SOMEHOW attack first, and use the RIGHT move, I think he'd win, considering he has the ability to ERASE MEMORIES, and fuck with minds. Frieza may have telekenesis...but the though that it breeches into anything involving the mind is just silly. It also dosen't help that Frieza has never shown the ability to resist mental attacks.
