From a design perspective, it's bad form to have all your female characters sharing the same silhouette. People point to Leona and Sejuani, but they're defined more by their shield and their boar than their bodies. Vi's got gigantic fists.
So let's think through this. We'll try to imagine Illaoi's design from scratch. First, we want to make a new kind of brawler/juggernaut. Most juggernauts right now tend to be folks who try to charge into the back line, so let's do something different: lets make this champ super defensive and zone-controlling, like Heimerdinger, but in the Tank-space rather than the Mage-space.
So how do they control their zone? Well maybe they're a summoner, they've got this really powerful god on their side, but they can't really control it, and it can only come out under certain circumstances. But we want to make a tank, so we have to communicate that. So let's make them huge--like a muscle-wizard. This champ is tough, slow, but if you walk in their territory you're gonna get fucked up.
So we got an outline to work with. How can we make it more interesting and tie it into the world? Well we've got this Bilgewater event going on, so how about tying it in there? Make the god some kind of kraken or lovecraft thing. What's a good source for a primal god of the sea? Maybe mix some Caribbean Voodoo with Pacific Island animism.
So now we've got a badass, tough as nails summoner-tank, who dominates their territory, and brings in a cool new voodoo aesthetic to the game. Now are they male or female? I don't know flip a coin, it doesn't fucking matter.

I write essays and design documents every day. It's what I do. I am paid to think up new ideas and new ways to present those ideas. Sometimes clients make diversity a priority, sometimes they don't, I don't really give a shit either way. Good design will end up being diverse anyways, because if everyone in your game, or movie, or ad campaign looks the same, you probably did not think very hard about them.
