No, meta alone doesn't make people freak out. Actually, meta by itself is stupid. A game has to create a reason for it, has to create its own believable game world and make you care about it before breaking the fourth wall and going meta, otherwise it won't mean anything. I'd say what's important is to first spend a lot of time focusing on and developing characters in order to hit home. when people go apeshit over the meta stuff in Undertale, or any other game for that matter, what they mean is how impactful it was in relation to the events going on in the game.
