both. the newcomer dev shit the bed with the final 360 installment of their flagship title. many diehard fans of the early series didn't even bother with 4, myself included, but those who did got a slap in the face for their money, and the previews of the new game looked to be more of the same that people didn't like, as well as 'new' things that everyone plays other games for already.
So their console moving franchise was in a position where nobody wanted to buy a console for it, just as they rolled out the new hardware.
343 may have actually killed Microsoft's entire gaming division.

Shooters were the hot shit last gen, but this time around they are all perfunctory snooze fests. Giving people super powers and parkour abilities doesn't work. Halo blew the market for console shooters open, but they pretty seriously fizzled by the end of last gen. It was all Microsoft had going for them. Now the open world game is getting samey. Standby for new hotness.
