Literally because people already owned the PS3 version and are smart enough not to buy the same game again.
Nathan Drake isn't that endearing a character and the more the fourth one acts like a send-off the better. But they're fun to play through the first time. It was the best bundle for my brother that's never touched these games and wanted more than one game when he bought the console.

To be fair, TLOU has god-tier multiplayer, and that 60fps is really tempting.
I've been playing through this with my brother since he bought it for his PS4. My main problem with these games is that they could be really great games if they just did some more interesting things with the gameplay, the climbing and shooting sections. I feel like they made an honest attempt at doing that with the 3rd one but didn't quite hit the mark, integrating the shooting and climbing together was good. Outside of that though the climbing sections have always been braindead filler in my opinion and they really need to expand it to give the player some freedom during them because as it stands it could all be automatic and absolutely nothing of value would be lost.
