I doubt they would only start sifting through the votes after it closes since a majority of them would probably have come in during the first few weeks. Chances are they looked at how a few of the characters panned out and made some phone calls.
I can easily see Cloud being the most popular choice in Japan. Other than that I think we might be in for one or two more characters revealed before his release. I'm pretty confident that we're probably not getting more third party characters after that huge bombshell so probably only a number of first party characters from here on out. Maybe Inkling and K. The ballot opened April 1st. It stands to reason that a majority of new votes would happen within the first month of it. That's just how that shit works in terms of traffic. They're not going to start reading through the ballot after it ends and work things out from there, that's too much work and takes too long.
Sakurai tweeted about "having fulfilled a hard request" after Cloud was revealed. Like I said, Cloud was most likely one of the most prevalent requested characters during the first period of it and they based his inclusion off of a month or so worth of feedback. It lines up as well due to how long it takes for the characters to be made.
Obviously there needs to be a due date for it but it was obvious from the start that the ballot was mostly just a suggestion box that they would continuously use in consideration to whatever happens from here on out. There ain't a snowball's chance in hell that a shocking revelation in October's results would cause them to go back and say "oh shit these results back in Summer are invalid now".
