There's a reasonably good fan translation of VC3 out there. Unless and until SEGA gets tired of churning out furry shit to pander to that niche, we probably won't be seeing the franchise again.
Maybe in 10 more years or so, they'll try rebooting it as a third person shooter with chest high walls .

Yeah, there were some word wrap/overflow issues which were annoying. It's still mostly serviceable though. Maybe some day someone will fix it up and finish the work.
I'd pay good money for a upscaled/remastered PC release for the game. I'd even pay good money for the same treatment of VC2, if only to ensure 3 finally got an official localization. Not very likely though.
Maybe they could be convinced to try a kickstarter for the project. I'm pretty loathe to rely on that, but it may be the only chance.

If Avan was less of a Shounen Jump protagonist, and Anisette was the female lead instead of Cosette (seriously, I thought she was a better character overall. Cosette is probably the least interesting character in the entire series), and promotions and shit were not gated by random drops, the game might have been pretty good.
