Who are these changes intended to appeal to? The games far to old to get attention from anyone besides existing fans, for changes like this.
Sex is an undeniable building block of the Street Fighter franchise. By editing panty shots out of SFV they are affectively
allowing people to buy a sexual product, without them having to admit they are a pervert.
It obscures the truth of the game.
And it is actually better for it.
Consider this: the edit is small time. Half a second in every case. Sexuality is
still a key feature of almost every character. Men and women still demand this from the franchise, and will continue to do so. Tits bounce, asses wiggle, bodies slap into each other erotically. We tell ourselves it is just
the logistics of combat, then we ass-bump our way to victory.
What the edit does is prune the laziest sexual content. It allows the game to become more widely accepted. This is good design, as the benefit outweighs the cost. People who ask "wanna fuck" after a date get less sex then people who ask in a more nuanced fashion. We are trimming the rotten buds off the plant
to allow it to bloom more fully.
This game will appeal more widely (especially in prude markets like China), and will garner more success from this edit. More Street Fighter means more sexual content. More sexual content means you win.

In fact, I despise the very idea of localisation and how it can not only affect the game's presentation but its story and continuity (FFXIV made an egregious error on this one with Nael).

It was changed to make the animation more fluid and less clunky. If you compared the old animation with the new one you'll notice it was less awkward.

By this definition I would agree that yes, it is indeed censorship. However that is how pretty much every single commercial product that includes creative work is made. The artists at Capcom where as much slaves to the trends and establishments of the times when they made SF1.

It's irrelevant because the creators put it in, regardless, and then they removed it
Revisions and censorship are not synonymous and there is a fine line that differentiates the two, and even if this skates near that line, it is almost certainly censorship unless the artists were to come out in a complete tirade against sexuality and make clear that it was their intent to desexualize their game out of their own sensibilities. And I'm not saying that it's evil or morally wrong to censor like this in this specific case, as they have an assumably reasonable and benign reason for doing so. However, I prefer the way it was before and would appreciate if they returned it to it's former state, and advise heavily that they do so, as do most people in this thread and we are just expressing our dissatisfaction with the decision
