How much Magicka a person has is determined by their race and the sign they were born under, but even a Nord born under the sign of the Warrior has a little.
How exactly spells work has in TES has never really been elaborated on, but I assume that anyone can learn them with practice, they will just be limited in what they can accomplish by their magicka.
There are also types of magic that dont even use magicka, like the Thu'um.

Alteration is useful for a pure mage build with no armor for the shield spells. Water breathing and walking are useful too.
Illusion is great for the invisibility spells and light spells. Also in Oblivion your could grind it to 100 in like half an hour by just casting light spells while exploring.

Alteration has some key spells but I think illusion is the one that gets left out.
If we're talking about Skyrim, it takes so much perk investment that it will rarely interest people who aren't set on using it and the really good spell (invisibility) is kind of late game.

You can make things docile then kill them.
You can make things angry and kill each other.
You can make things try to run then kill them.
Why not invest in something that simply lets you kill them?

I think there is an inefficiency in Skyrim at least, I haven't played Oblivion, in that you have to split your upgrades between magicka and and stamina. Magick for your spells and stamina for your running in armour and using a weapon. You'd be better off committing to a single mode of attack. If magic, then commit to magicka and ditch the armour for robes. If cold steel then commit to stamina.
