I think it's only a little bit overrated, I'd give it a 7.5/10.
It's a little short (30ish hours) but the combat can get pretty deep (although you'll spend a lot of time just countering). Environmental kills are also fun but the novelty wears off after a while.
The presentation is great and I loved the voice acting

It can be good, but it really requires a certain mindset in order to extract true fun out of it. It's janky and weird, but has some really nice guns and hilarious cyber-abilities. It also lets you play with a lot of it right from the start, your initial unlocks include a fuckoff huge minigun, a shotgun with a 32 round drum, a katana that makes people explode and a SMG that shits out bullets even faster than the aforementioned minigun

I already do play the real instrument and I can say that guitar hero and rock band are both much more fun to play than rocksmith.
If I want to play real guitar I will play the real thing. If I want to play a fun rhythm game that lets me play along to famous songs and pretend to be playing a guitar on stage I will go for GH.
