Depends. For a player character that I'm self inserting into. I'd prefer to have minimal animal features such as ears or a tail. Anything like the khajit or other anthropomorphic humanoid is not okay. The only exception to non-minimal animal features is if there are wildly different abilities, like wolf form Link.

No. 4, but the body needs more defining features than just an animal head and a tail with the rare different feet. Look at Tortanic and Scrollocaust, each race in that practically shares an identical body shape for each gender. That shit is awful.So is the modded hair on that Khajiit.
Having a beast race where the females look too much like humans is also lame as shit if they're supposed to not be related in the fluff, but I'd say No. 3 is probably the least bad offender I've seen in this regard.

The mod I use for canine characters has it's own fluff that lilmothiit were part of a broader canine race called lykaios, which also includes wolf/dog-like beings. Lykaios live in hidden caves scattered around Tamriel, and they are supposed few in number so they're rarely seen (which I know is suspiciously convenient).
Also, Lilmothiit didn't exactly go extinct, either-- they are believed to be extinct due to having been purged from Black Marsh, where they were most common. For the purposes of the Lykaios mod they are at least shown to not be extinct though.
Not that anything truly goes extinct when there are mods around. I have a Dwemer.
As long as the face is human and at least 50% of the body is human, I love races that are a little bit beastly or half-human.
I especially love Lamias and Merfolk, really wish there were more of them in games and especially more playable ones. Imagine slithering and sneaking around through trees and underbrush and tight places as a Lamia then seizing someone in your muscular coils.
