KoF has always been alive, everywhere except North America has plenty top KoF players. It's a dedicated community and most people in it have been playing KoF for a long time.
Competitive fighting games do not need moba numbers to be alive. Most people who 'play' kof are terrible and just want to play online against other shitters, which is hardly even playing the series at all. Several KoF 'scenes' got to world class level with literally 2 or 3 players who met once a week, and those players travel and keep the scene at a high level of play and tournament numbers up. The last major KoF tournament I went to (stunfest) had KoF13 hit its player cap very quickly. 'It's dead there's no point rip kof' shit is just an excuse for people who would never play them anyway.

This is because they're all "Heavenly Kings of the Orochi" like Goenitz, but they never know of what their "True" purpose in life really is; They just get together, become friends and decide to start a J-Rock band.
When Goenitz dies, the three of them decide to get into fighting and during the '97 tournament, Orochi "Awakens" the three of them and pretty much destroys all of their memories of their past lives while keeping certain personality traits intact.
