Competitive fighting games do not need moba numbers to be alive. Most people who 'play' kof are terrible and just want to play online against other shitters, which is hardly even playing the series at all. Several KoF 'scenes' got to world class level with literally 2 or 3 players who met once a week, and those players travel and keep the scene at a high level of play and tournament numbers up. The last major KoF tournament I went to (stunfest) had KoF13 hit its player cap very quickly. 'It's dead there's no point rip kof' shit is just an excuse for people who would never play them anyway.

With few exceptions, Asian devs are still getting their feet wet with this mystical concept of high-test gaming PCs being for anything other than visual novels. Of course, they're going to go for a console release first, especially since online gaming has largely killed their usual stomping ground of the arcade dead.
