Sans never remembers anything, he just can read YOUR reactions really well so he knows when you've already done something before.
Papyrus and Undyne actually do recognize you in a deja-vu kind of way on second playthroughs.
The unique thing about Sans is that if you do a True Reset for some reason he still has the photo of all of you on the surface looking happy. And if you do Genocide after that he still has the photo and knows you used to be friends and tries to get through to that side of you.

So there's a "dummied out" character named Gaster. There's only one allusion to him that exists in the vanilla game - the boatman will sometimes say "Beware the man who speaks in hands." Gaster speaks in Wingdings, which uses pictures of hands for several letters. By messing around with a "misspelled" variable in the ini, various NPCs can be made to appear who reference Gaster. He was apparently the royal scientist before Alphys, but he fell into the CORE and was scattered through time and space; people forgot he existed, at least directly. He is apparently aware of the world around him, but unable to interact with it.
Unless you know this already, and are going along with the joke. I typed it out, so I'm going to submit it. Whatever.

Toriel brings this up in the true ending: if Asgore was so serious about what he was doing, he'd have killed the first human that fell (post-Chara, of course), absorbed their soul, gone to the surface, killed six more, and then opened the barrier. But he didn't. He decided to keep waiting around underground, keeping monsters wishing for a day that would probably never come AND killing half a dozen humans for no reason. She wanted to remain underground forever rather than kill an innocent, but as far as she was concerned if Asgore wanted a war with humanity so bad he should commit to it. She left him for being a coward.

Toriel has no problems with the human killing.
Her issue is that Asgore would rather wait a long ass time for 7 humans to show up in the underground to kill, rather than just one, using that soul to get himself through the barrier, and take 7 new souls to break it.
He'd rather make everyone wait and hope another human never shows up, so he doesn't have to kill them, than either getting it over with right away, or not killing at all.
His decision is bad for everyone, humans still get killed but the monsters are still stuck in the underground for a long time, because he doesn't have the backbone to either go harvest souls, or tell his people that they shouldnt kill just to escspe to the surface.
So, basically, the guy's a doormat and that makes him a poor ruler, and that's why Toriel left him.

Monster + 1 Human Soul = Fuck huge power boost. Asriel, a little kid monster, with one soul could tank the attack of a mob of bloodthirsty humans, and annihilate them all if he wanted to.
Asgore is a boss monster, who is already strong enough to face all but the most genocidal humans and give them a tough fight, even kill them if he's going all out. If he absorbed a single human soul he'd be incredibly powerful. At least enough to dunk six more humans.

The soul of a monster eventually fades away, but a stronger monster with a stronger soul will linger longer. At that point, you can go back to Waterfall. Undyne's house is to the left of Napstablook's house.

Parts of it get revealed in Genocide, True Pacifist, and in the True Pacifist Epilogue.
In genocide, you learn that Chara "erased themselves from existence".
In the True Lab, you find recordings of Chara convincing Asriel to a dangerous plan, pressuring Asriel into going along with it.
If you go ALLLLLLLLLLLL the way back to the very first room in the True Pacifist epilogue, you find Asriel who tells you that Chara's endgame was having Asriel absorb his soul, so that they could cross the barrier and wipe out humanity. But Asriel resisted his control, which ended up in his death, but the salvation of humanity.
