No. Avatars are purchased from the store, yes. However, you can purchase avatars off of playerswith in game gold. I managed to outfit 7 characters in avatars when DFO was out without spending any $$$.

Avatars can be traded for gold after being purchased from the cash shop.
Low rank avatars are often pretty cheap (Albeit I doubt that for the first month or two of Global launch) but the ones with better stats take some investment.

All classes are viable, just some slightly moreso than others. It's the difference between clearing a dungeon in 10 minutes versus clearing it in 12, it doesn't really matter.
And yes there are plenty of good caster classes.
