It's a purportedly decent game that only came out in Japan because NoA was afraid of releasing something that couldn't be broadly marketed. It's a purely violent action game, after all, and you know how much Americans hate violence. It also had a story with text and voice acting, which mean it would actually cost money to localize, so that was the final nail in that coffin. Were it coming out today I think NoA would give it a chance, they've been much more adventurous as of late, but back then they didn't give a flying fuck and didn't have to, the Wii printed money no matter how few good games it had.
