I've lost missions for missing more than 6 times in a row to an 80% chance to hit enemy. I'm sure some have better luck than others so they enjoy it, but for the rest it's just paint the ass. It's not just that, it's the general game and level design. It's obvious that all the levels are designed to be beaten in a specific way, and AI is completely scripted and railroaded (best example is that tank boss mission, if you played it before and know that the reinforcements with that lance bitch will come, you can just block the downwards ramp with your tank and block them off completely, they don't even try to find other paths), and most levels are fairly small with obviously placed sniper spots and flanking routes.

Honestly OP, XCOM is a better game and I think most people wouldn't dispute that, but Valkyria Chronicles offers some interesting ideas before bowing out and becoming shit as a series.
The main thing VC has to offer is immersion. At least to some extent. Every character in your army has their own unique back story and personality, it's not a big background and the personalities are sort of 2D, but the fact they exist at all for what would normally be generic soldiers is something I would have loved to see in other games. You care when your assault dies.
After that the setting is alright. Alternate history WW2 with minor tank porn, the art style is pretty consistent throughout and is sort of comfy. It feels like someone put a lot of heart into making the game basically.
That said, the story is kind of childish and you do feel like you are playing one of your Japanese animes. Plenty of waifus and husbandos to go around and all that shit. The actual gameplay can be frustrating at times and it's not without it's problems.
I think people mainly like VC because if you let it, you grow an attachment to your army. In XCOM you grow attached to soldiers though their actions, in VC you fall in love with your characters because you see more of their personalities as you play with them and their skills proc.

I fucking loved it. First time through is a very fun experience and also challenging.
I did go into NG+ about halfway through, but once you discover the power of Orders and Scouts it just becomes a tad too easy and the story isn't really something I would watch twice in a row.
I still want to get A rank on every mission though. I had some C's and D's on my first way through at about the halfway point of the game because I was just going slow and taking my time. Towards the end I got the hang of it and even managed to get A in the last bossfights.
I have twice the amount of hours in XCOM, but I honestly would say that Valkyria was a more memorable experience.

People hate VC2 because of the graphics, the high school setting, and because the protagonist is an unlikable shit with an annoying laugh. The gameplay is superior though.
VC3 fixes every problem with 2 except for the graphics.
