The idea in the comic is that (if you haven't noticed yet) to put a ranged character you wish to level up, surround him with any suitable character (preferably higher level or higher defenses) and then let the melee that swarm your unarmed men become fodder for the ranger you're lveling.
This applies to generally every fire emblem game ever. Rangers have it hard if they don't have a melee option.
This is why Fire Emblem is boring.
