You can't really extrapolate total sales from peak concurrent players, especially over time.
Stanley Parable has never had more than 4800 concurrent players but it has sold over a million.
Also total number of sales doesn't necessarily say much about how profitable the game is.
For example one game developer said a new advertising thing they tried doubled their sales on steam but increased their income by 7 times because the game got popular in western europe and USA where games are more expensive.
If all your sales are to low cost countries or during insane discounts it doesn't really help.
In fact I'm very skeptical of steams frequent insane 50%+ discounts, it can quickly contribute to a race to the bottom which will be damaging to everyone, except those who make ultra cheap knock off games.
