Games with areas worth exploring actually offer you the ability to just explore.
3D platformers like Banjo and Sunshine were explorable without ebing overly threatening. Sandbox games always have downtime where you aren't threatened.
There are so many implementations in FPS games that give you opportunities to explore, like setup time in TF2 or being spawned in a safe location like Battlefield.
Mirror's Edge, a game that was all visual flair, never went without letting you explore or look around to get the scope of the level.
Even shit like Gone Home and Dear Esther which have exploration without enemies.
Do people pick up games like DMC and go "wow I wish I could look at this without being attacked?"
