Actually not quite. The game was large (and dual-layered) because of the Subspace Emissary cutscenes. While they are FMVs, and not quite utilizing the Wii's power, the video files themselves were pretty large. If they weren't there, the actual size would probably be a tad bit more than Melee's.
Since SSB4 isn't using cutscenes like those in Subspace, it's safe to assume that the filesize won't be so large... for the 3DS. The Wii U version will of course be larger since it's HD and all.

You need to get a 2012 or earlier 3DS/XL with Sereal Number SW11xxx and below because those 3DS's come with Fimrware 4.5 or below. The 3DS needs to be at firmware 4.1 though 4.5 for the Gateway exploit to work. There is a list of 3DS games online that force the 3DS to update to 4.1-4.5 like EO4 and Luigi's Mansion

The mode was fine in game-play terms, but it missed so many opportunities to use existing elements of the Nintendo world rather than subspace things. The beginning was exciting, and I nerded in the biggest way over the Dragoon part, but after that, the whole thing turned into MAZE-EXPLORER which I really disliked. It felt like retracing everything we had already done without the excitement of any more characters or interesting interactions.
