All "optimisation" shit consolefags brag about is usually cutting corners, if you can't render Knack player character at decent pace - you have to "optimise" it - which means - reduce the number of polygons and add particle effects instead, use sprites for small shards etc. Good studios don't release engines with holes that hamper the performance, so all they can do is to use various techniques that don't use too much power but somewhat work.
Unless they're some kind of maniacs and write the engines in assembly but it's rare thing outside of handhelds.

Generally speaking PC gaming is superior for publishers and developers because the profit margin on each copy sold is insanely higher than boxed console games.
Its just that publishers answer to their retail and console maker overlords.
Its why you dont see PC sales data being released by publishers.
If it were, investors would be demanding for more focus on PC, shifting away from consoles. Microsoft, Sony and Gamestop dont like that.
