I was going to argue that Chrono Trigger had a better OST, but your post specifically states Earthbound has the best OST.I love Earthbound's OST to pieces. It's so good.
Honestly, I think EB has the weakest OST out of the Mother games. Not that it's bad, but I prefer the other two's.
Silent Hill has the best soundtrack because it is not only good, it does its job in adding to the atmosphere of the game.

I'm trying to think of a game soundtrack that didn't have a single song I disliked, but I'm having trouble with that. I think there are a lot of great OSTs, but to truly be the best, I have to at least like every song in the soundtrack.

Seriously one of the most consistently good soundtracks I've ever heard.
I wouldn't say it's the best, but it was definitely the most innovative.
