The launcher isn't translated by default. The English launcher Hongfire made sucks and is a little crashy, but it's fun when classmates ask you to meet them at Service Pack 1.
Second, you might be installing to Program Files or another system folder. Don't, neither the game nor the wizzard have write access when they're located there, they just silently fail to perform write operations (including saving and applying/backing up mods).
