Shitty PC owner here. Want to play through HL2, but I'd have to play with minimal graphics (pic related, full vid with console commands https://www.youtube.com/watch?v=xI8ak1BbtWg). How much will it affect its playability and my enjoyment of the cutscenes? I've played through most of the game already on a decent PC a while ago (up until Nova Prospekt) so I think I can figure out what's what well enough.

It should also have a GPU and a Core2Duo CPU. It should play very smooth at low~medium settings.
I played HL2 on a Vaio laptop with a single core Celeron and Intel graphics back in 2007 and while the framerate could drop to as low as 10 fps in some areas(on the lowest settings possible), it still looked a lot better that your screenshot.
A TI-82 graphing calculator could literally run HL2, how abysmal could you computer possibly be.

My laptop can play HL2 at high with 30 FPS at least.
A 2006 MBP should atleast play it on low holy shit.
